2024 Post-Election Briefing

Understanding the outcomes of the 2024 election is essential for navigating the road ahead. This funder briefing will explore the results at federal, state, and local levels, examining what may change, what will likely stay the same, and how these shifts may affect future policy-making. In addition to providing analysis, this session will provide space for attendees to process the many different feelings they may be holding, and how we can practice both self and community care.

Speakers will join us to share their insights on the biggest challenges and opportunities they foresee, changes in their strategic approaches, and thoughts on how funders and community leaders can navigate this new era. Attendees will also have the opportunity to engage in a Q&A session

Rhiannon McAfee | Public Policy Consultant | Catalyst of San Diego & Imperial Counties

Rhiannon McAfee has over 20 years of experience in public policy and advocacy, including with Planned Parenthood of the Pacific Southwest and its associated Action Fund; as the regional field director for the successful No on Propositions 73, 85, and 4 campaigns; as the statewide campaign manager and spokesperson for No on 2: Alaskans Against Government Mandates; identifying, cultivating, and supporting state and national efforts to move the progressive agenda forward through the citizens’ initiative process with the Ballot Initiative Strategy Center (BISC) in Washington DC; and bringing local groups together to increase voter participation with Engage San Diego. McAfee now assists local non-profits with their public policy and advocacy strategy and manages their policy portfolios, campaigns, and plans.

Luis Montero-Adams | Director | Engage San Diego

Luis Montero-Adams (He/Him/His) has served as the Director of Engage San Diego since February 2022. Luis is a passionate advocate and believes strongly in community organizing. Throughout his career he has worked in progressive organizations focusing on direct service, education, civic engagement, and policy. Prior to working at Engage San Diego, Luis served as the Advocacy and Civic Engagement Manager at the San Diego LGBT Community Center. In this role, Luis led policy and budget advocacy at the city and county levels, and community outreach efforts for voter education, census, and redistricting. Prior to his work at The Center, Luis was a Health Educator at San Ysidro Health. Luis also served Planned Parenthood of the Pacific Southwest for 10 years in several roles spanning the agency’s three pillars: education, health services, and advocacy.

Margarita Luna | Interim Managing Director | The California Endowment 

Margarita Luna joined The California Endowment in June 2007. She has served TCE in a variety of capacities; as a Program Associate in the Health Access Goal Team, Program Manager of the 10-year Building Healthy Communities Initiative in the Eastern Coachella Valley, and Senior Program Manager in the South Region leading Education Justice investments and the Inland Empire portfolio.

Recently, Margarita was promoted to Interim Managing Director for the South Region and Health Systems Teams. In the South Region, Margarita is tasked with overseeing TCE’s investments across a 5-county region, advancing health and racial justice across intersectional system areas achieved via power building to toward policy/advocacy and systems change. She also manages a statewide Health Systems-focused grant portfolio dedicated to transforming health-related systems so that they are community centered and driven.

Margarita also served as Chair of the Inland Empire Funders Alliance, organizing funders and transforming philanthropy and its impact on local movement building through collective efforts to advance equity, advocacy and systemic change.

Prior to joining The Endowment, Luna served as a Pedro Zamora Fellow with AIDS United (formerly AIDS Action), Keck-Vivian Weinstein Child Advocacy Fellow and later Senior Social Worker for Public Counsel among many other positions advancing the health and well-being of the most impacted and marginalized.

Luna earned her B.A., M.P.H. and M.S.W. from UCLA. She is also a Certified Professional Coach and Somatic Coach and lives an active life in Southern California with her two teenagers and chihuahua.
